This type of regulation, however, cannot replace legal regulation. Unlike technical regulation, legal regulation is mandatory for all subjects.

For example, legal regulations should specify the circumstances under which a system is to be stopped. Legal regulations must also identify the entities that are authorized to use AI-grade military. This could lead to criminalization of these systems.
